I've used RedHat and Mandrake. What I did was I picked one randomly (RedHat) and tried that for a couple of months, and after getting to know the interface and commands, and DEB packages and whatnot, I switched to Mandrake (for fun, and to see other Linux's). I liked them both, and I haven't had the chance to try another. My reccomendation:
Mandrake 9.0 is better for newer users because it has graphical wizards & control panels for setting up software and hardware. Once you get used to the Console commands, using RPMs, the X interface, and everything else, either stay with Mandrake or switch to another distro.
How to choose another distro? Get a dummy computer, or back up all your data and downloaded apps, and just download and install Linux distros, play with each one for a week, and see which one you like best. But for now, stick with Mandrake 9.0 because it's easier for beginners.
