If the strobes were really in series, as you stated, and not all paralell flashing together, then you could peobably use the timimg sequence to arrange for patterns to be displayed on the face of the building. It could all be a swirling pattern or you could have a ten phase blip-vert style pattern an easy stars & stripes built into the sequence perhaps simple smiley face lit waterfalls etc. A 10 by 12 grid gives you a low-res flash billboard. 12x10 could also be arranged into four 6x5 text chars that flash F-I-R-E in text & inverse, read from outside.
