I think we may assume (for this to make any sense) that Ari is talking about those desires that exceed the bounds of moderation and lead to negative consequences, e.g. -- I feel a desire for chocolate cake and ice cream so I eat the whole cake with a litre of ice cream; if I do this frequently I get very fat and die of heart disease or diabetes.... or perhaps I feel a desire for the fyos of one of the gun nuts on the board; if I act on those desires I get my head blown off... or perhaps I feel a desire to be elected president, and so I make outrageous promises about huge tax cuts.....
