it actually allows us Canadians to make free copies of other people's music CDs. The deal is, we pay a certain amount on each CD-R (last I checked, they actually differentiated between 'data' CD-Rs and 'music' CD-Rs as if there's a difference!). In exchange, I can borrow any of your store-bought recordings, and legally make a copy for myself. You can't copy it for me, though. All things considered, its really not a bad way of going about it - at least we get something in exchange for our $0.21.
