A few months ago, I noticed that someone had flipped all the switches on the handlebars of my motorcycle. High beam was on, kill switch was off, turn signal was on, etc. About a week later, the same thing had happend, but they'd also opened the keyhole cover on the gas cap, splashed some kind of fruit punch on the engine & carbs and put a knife into the sidewall of the rear tire.

I'm pretty sure I know who did this - a kid who lives in the apartment complex. Of course I can't prove it, but a number of things point to him, including me seeing him hit another parked vehicle in the parking area with some kind of small metal bar.

What I did was get a few goodies from X10.com and set up surveillance on my bike. There's no power available to me in my carport, so I used a car battery to power the camera. It lasts about a month before needing to be recharged. There's a motion sensor which when activated, starts a VCR recording in my apartment. The VCR automatically stops recording five minutes after the last motion is detected. It's a pretty slick setup and it didn't cost me much money (less than the new tire+installation).

Anyhow, I can sympathize with your situation. It's totally maddening that you can't do anything about this punk. The best thing you could do (legally) is get him on tape doing something illegal and bust him from here to the county jail. If you're both in an apartment complex, you can probably get him & his family evicted as well.
