There's a ripping tool called "CDEX" which I've used in the past... Lost it in a reformat, but you should be able to find it on download.com. I'm pretty sure it lets you set a maximum speed to read at (one of the advanced properties somewhere).

As far as damaging the disc, I don't think it's likely... They're pretty tough, and it shouldn't get nearly hot enough to do anything unwholesome to it.
