Gas prices in the US are extremely heavily subsidized by the US taxpayer. Including those taxpayers who do not own autos! European costs relect real costs of production being assigned to the consumers of the product. European countries do not allow petrol zaibatsus to write off the entire costs of "exploration" (and in the US, oil exploration seems to cover a lot of costs you wouldn't think would be considered exploratory, but that's how it works). Most European countries do not have American-style corporate welfare, either - although some Asian countries do. Scandinavian countries probably use little Arab oil, they have the North Sea oil fields right handy. It should be quite easy to research. Does it seems strange to you that nominally Socialist countries make gas consumers pay for gas, while a nominally Capitalist country forces everyone to share the costs? I think if you check out Michael Moore's muckraking on the subject of corporate welfare you will be astounded at how much gasoline is REALLY costing US citizens. Price at the pump is a fantasy engineered for political ends.
