And no, the UN is a democratic organisation - if the majority votes no then the overruled parties should respect that decision and not go forth on their own (without leaving the organisation).
If, for example, Idaho wanted to go to war against Canada and the rest of the states said no - should Idago attack on their own? The unions rules must be respected if the union is to worth anything... Democratically speaking :-)

Ps. sorry but I just have to go for this one:
Wouldn't the US be more of an "invested party" if it paid it's membership fees? ;-)
