because the facility isn't up and running yet. A few precision strikes could disable the entire facility with no risk to civilians. So assuming we can do it without loss of life or environmental damage, your only remaining point is that it sets a double standard. However, there is no double standard because we are no longer producing those weapons and are actually destroying entire stockpiles. The only weapons agreement we have ever threatened to violate was made exclusively between the USSR and US, and will be violated if the US and Russia can't reach a new agrrement before the new missile shield system is deployed in two years.
