The US also produces anthrax and VX gas - but how can that be? That stuff is dang-e-rous...??? :-)

Actually what the agreement you are refering to said was (among a lot of other things) that the US would help N.C. to build nuclear power safely (providing them with two reactors etc)...
But hey, if you are so naive that you don't belive the US was using leverage to make them sign it...
