If North Korea was just keeping its people warm, it woudn't have needed to break the UN seals on already used fuel rods. The only use of those rods is producing weapons. Furthermore, N Korea would have better been able to warm its people with the fuel oil we were shiping to them than with this reactor. The have admitted they intend to weaponize the plutonium.

You asked about what right we have to interfere. We have have the right to interfere because North Korea signed an agreement making it our right.
