If all memory regions are already mapped, it seems that perhaps another driver has already claimed this card. This can happen for example if you have the 3c59x driver compiled as module as well as compiled into the kernel. In this case attempting to load the module could make the card unusable.
What happens if you set eth0 and eth1 to off in modules.conf and reboot ? Can you still bring up a network interface with "ifconfig eth0 0.0.0.0 up" ? If this does not work, try bringing up the interface manually with "modprobe 3c59x".
