I found out about that around 4 years ago. Watching Beakman's World I think, lol. This is how some security cameras work. A trip to Radioshack and you will see their cameras have small panels of about 9 IR LEDs on each side of the camera. I think it's the baby-cams, lights up the room without keeping the baby up. And yes, all cameras do it as far as I can tell.
As for the heated metal surface, not a clue. Honestly, I didn't even realize it emmitted IR rays.
