I have seen those "cowboy" hats come off - I thought the helmets were suppose to be straped on so they don't - local ones I have seen don't - you can see thru straw hats so that's how I know that but I do believe they should and kids should be supervised on most stuff that they do (anything for horse to power stuff including those little cars that run on batteries)
