until I worked on several reservations. Now I have experience. It really is a different culture, and that culture does not lend itself well to detailed professions like accounting, and I would guess, safety. They also never, never, never fire any tribal member that I have ever seen, and politics and nepotism run rampant. The one exception to that is a tribe in Louisiana. You can tell you've hit the reservation because all the sudden the landscaping and the houses are much nicer :)
