Was due to a lack of energy. The particular energy matrix that supplied the replicators and hollodeck was in need of more fuel and so replication was rationed. Latter on they did awa with this after they found some crystal or something that helped them out. The replicators on ST use matrer recombination. You need a stock of base matter for conversion and not just energy. they usually have a hold which stores the base elements and other premade substances for quicker replication (why waste energy combining H and O when most things are gonna need a lot of H2O to start with)
