Only the owner of it sees "Post new comment" which the owner of it can make a top level post with. Then other people here can reply to that. Others will also not see the "Post new comment" link only the diary owner will see that. Non diary owners just see "reply" under a post to respond to it. That other stuff you entered is just called perminant content. It's not a top level post.
