you can use any text editor to do a basic page. However then you need something like the html refrence guide(it's in windows help file format and free). Other than that I suggest mozilla or netscape 7 as they have basic editors in them. Here are some freeware, adware, careware, postcardware, etc(you get the idea... basically free) software:

Arachnophilia(careware)

Easy HTML(freeware)

HTML Webmaster(freeware)

HTML-Kit(freeware)

Selida(freeware)

CoffeeCup Free HTML(freeware)
