Okay, they _are_ right that you should learn standards-complaint html, raw, as you put it. But the answer to your question is Netscape. Just download an older version of Netscape Communicator which comes with Netscape Composer. 4.79 was sort of stable without too many memory leaks in the 'Doze version. The current version, 6.something, is kinda iffy. That'll let you do some simple WYSIWYG html without too much hassle or expense. It's like honor-system-ware and inexpensive to boot. Be sure to take a look at the source when you're done to get an idea what bad html looks like.
