  I would say for a trigger, by caffine-iv 2002-11-04 15:39:57
send an email to a particular account with a specific body. Then have a script set to loop around, cehcking for the existance of /var/spool/mail/decloak, grep it for the ip of hte machine to decloak to, delete the mail. If it'salready decloaked to it, cloak it again.

As for the firewall rules, gimmie a bit to think on that.
