if you start a blank IE and enter the banners address .. will it open or not?

if it does not, then something is blocking the adds for you .. a popup/add killer, proxy or something else.

if it does load correctly then you just have to use the microsoft troubleshooter: "upgrade if possible, reinstall if nessesary"
