The zapper device does exactly 2 things: it plays a special sound which signals autodiallers to hang up and move on, and it plays a voice message requesting that this number never be called again. In many areas, the law requires that telemarketers honor any request not to call again, but usually allows a grace period for the request to be "processed" (read: ignored for as long as legally possible).

Autodiallers need not hang up simply because of the tone, but usually do so to increase their efficiency in finding willing customers. If they fail to hang up after the tone, then the human who eventually takes the call will hear the do not call message and is obligated to act on it.

<rant>What I really hate are the bungholes who have a computer to wardial every number in a range and play a recording asking that the victim call some phone number about some "important business matter" or "time-limited opportunity". Especially the ones who called 3 times every day for 2 weeks because I never called their toll free 800 number to get pitched at.</rant>
