I say "No, goodbye" and hang up.

If they want to waste their time yammering at a person who indicated that they don't want to be a customer instead of going on to someone who might make a deal for them, they can talk while the phone is on the way to the cradle. The telemarketers who know what they are doing prefer a no at the beginning of their talk to a no at the end.

Just in general habit, since I get more calls at work than at home, I generally answer "This is Jeff." Often, I get someone who doesn't bother paying attention and they respond, "May I speak with Jeff?" My answer is generally, "No, you many not."
