Is an American an Englishman?

America said not, so no. You don't "speak *english*". English is the language spoken by the people of the country England (and is incidentally used by Ireland, Scotland, Australia, other parts of the Commonwealth, and also in other places). To be noted is the fact that the English spoken in, eg., London is different from the English spoken in, eg., Manchester (although not as radically different as those dialects spoken in Ireland, Australia, the US, et c).
