Those crosshairs are simply from the cameras on the planes that do these flights. It's used to line up the photographs so you don't get double imagery and such. Most of the time, it'll get edited out, but shrug you can find plenty of those pics on terraserver. Just depends how lazy the people were that prepared it :) -NuclearWinter
