Where did you get the idea that Foot-and-Mouth has zero mortality? Why do you think that Foot-and-Mouth is a young disease, and if you don't, how do you think the disease has survived for so long, if doing nothing will make it go away? What makes you think that no other hooved mammals are susceptible to the disease? Given that most mammals can act as carriers, how do you plan to protect new generations? Why do you consider a disease that results in permanent reduction of body weight and milk yield to be a "mild infection?"
