in refrence to thease particular terrorists and perhaps many like them they wont allow women to participate in their activities it is religiously forbidden. Probably why it specified men... and I think it showed that blurb on tv when they showed the copy of what they got that the US had put out as a memo.(they didn't show the whole memo other than at a distance... just as is typical with the news they zoomed on one key point) Anyways I'm not saying there can't be female terrorists. There were ones in the FLQ and probably ones in Ireland as well... however in the particular bunch of them that the US government is targeting they are after groups whose beliefs exclude women from actively taking a role.
