lay down a large volume of fire over a short period of time.
Shotguns are cheap, and can meet the above requirement. However, the accuracy is not so good. In urban warfare, range is not as much a requirement, so that is less of a disadvantage than in the open field.
An automatic rifle is a good choice, if the rate of fire is not excessively high. Keep in mind that the clip is going to be 30 rounds maybe, 40 on the outside. So a cyclic rate of 900 rounds per minute is gonna empty a 30 round clip in 2 seconds. This is not at all a good thing, especially if ammo is in limited supply, which it almost always is.
Set machine guns are incredibly nasty in urban fights. Huge volume of fire, high kinetic energy in the slugs, large caliber, just all around lethal.
Cost wise, I would go with some kind of carbine. Good rate of fire, with a larger clip, smaller weight and smaller cost.
