The instruction set is smaller than #86, so it's easier to learn, and you can't kill a BBC using it.
You can lose the DFS or BASIC, but rebooting will restore everything as it's all on ROM. Can't say that for a PC unfortunately.

Alternatively start playing with a microcontroller such as the Arizona Microchip PIC.

The WinAPI isn't low-level anyway. It's just a set of DLLs that you call from your C/C++ etc programs to do such things as render windows and talk to peripherals.

There are books on the WinAPI, but they go out of date faster than raw meat.
To get the fully-updated online stuff you have to pay Microsoft a subscription fee. It's quite large unfortunately.
