I don't really understand their thought, but have the impression that the middle-east muslim mindset might still be a very 'handshake' kind of community. The funders don't know the 2nd's very well, if they know them at all. Perhaps they would cut funding for a year or two, get to know the new leaders, then send more money. They would need a personnel contact to be comfortable and with OBL gone, they could hold back.
