| "...accomplished less of a political statement..." No message is meant (IMO), it is to establish fear and confusion. By doing so, eventually they will be better able to manipulate that society without much notice - destablizing the govt. to eventually dominate it. At least, that is my interpretation. Attacking civilian groups is somewhat preferable to military targets in this, as it spreads more panic and the end goal is to fracture the populace (not the military, although it would need to be weakened) in such a way as to get rid of the current govt. |
