What's wrong with 'useradd'? It's installed by default on Redhat installations (in /usr/sbin). Or are you looking for more menu based tools?
Yes, it is annoying that RH does tend to install a few more things then you always want (like X). I just remove them after install... it's almost easier to just do a default server install, and then remove what you don't want (RPM -e), but that only helps if you have the diskspace in the first place.
