If one has cats that play with the toilet paper holder (all those toys we buy and still they play with the butt paper), the paper coming off the top is only asking for trouble. Because, you see, they will unfurl the entire roll out into a big pile in the floor. If the paper comes off the bottom, it never unrolls.
