While i was at uni i had a lecturer who had a section on his website containing project ideas (as most lecturers do). However, his were listed in order of stuff that he would like.
One such thing was a code formatter for word so that he could put code into presentations without it getting hosed (and trying to realign everything).

Seems to me, people have ideas for new things to create through the "that would be cool!" principle. They then get developed and nurtured and finally created depending on how useful they are.
