ipchains and iptables are, sorta, different beasties. ipchains was in the 2.2 kernels, iptables (aka NetFilter) is in the 2.4 kernels. ipchains is still available in the 2.4 kernels but I think it's a compatibility layer to NetFilter/iptables.

If you are starting from scratch I'd recommend iptables as it's the newer one and you never know how long the ipchains syntax will be supported.
