Headers by default do not define namespaces; you have to do that yourself. That is, C++ does not assume a "timeo" namespace if your header is named timeo.h.

You also can't do a using directive with a class name. You can only do it with a namespace name.

Thus, to answer your first question: No, you don't have to do anything special. Member functions of a class can use the data members of that class without extra qualification.

As to your second one...what do you find surprising about it?
