I'm guessing #2, but I disagree about the rash part. He sounds like was looking for security software and he went to a security website that had an ad for another company's security software.

If they let the competition advertise on their site they're foolish.
If they advise using a company that relies on panic mongering to get their message across they're contemptible.
If they don't look carefully at who they let advertise on their site then they're careless.

Do you want foolish, contemptible or careless security software? ;-)
