What has been tried and didn't work? Dyslexics and the blind don't need exceptions, they need accomodation. Why would there be any physical aspect to a test of mental maturity? It should not be a test of knowledge, or spelling, or even intelligence, but just a test of one's ability to think beyond the moment, to consider the results of one's actions before acting, etc..
