I always thought the 21 limit for drinking was due to physical maturity, not mental/emotional/responsible maturity. Is there anyone who knows of a European country where the average height is taller than the US?
The 16 for work is to give the citizen some experience before they have to live on their own AFAIK.
The 18 for legal rights, voting, contracts, freedom from parents, is probably because that is about the point where mandatory schooling ends.

If you go by those standards then the age for drinking and smoking should be the same. Me I'd say 21.
