To quote myself: "Since there is no fair way to determine who is mature enough and who is not it makes sense to level(typo: leave) the age based constraints in place, although they should be lowered in some cases (the drinking age of 21 being a prime example)." Like I said above, continue to use age as the constraint but lower the minimum to a more reasonable age. Most people are members of the workforce and/or attending college by 18 but they are not considered adult enough to make decisions about consuming alcohol till 21. Does this make sense to you?
