a human being is fully matured for different things at different ages. While the US Society thinks 16 is old enough to drive, I and accident statistics disagree. While US Society seems to think 21 is old enough to drink alcohol in public. Yes they are capretious and arbitrary, but until someone can come up with another way to decide that is simple, fair and not subject to another indaviduals interpretation we are stuck with it.
