Who decides when they get to take the right of passage?
Who decides what is tested for?
Who decides who passes and who does not?
Who decides on what question are asked/action are performed?
Who decides what exceptions can be granted to make the test fair?
Who decides what constitutes a need for an exception?
Who get to grade the test?

Rights of Passage have been used by many societies. None were very successful in only weeding out inappropriate persons while letting all able bodied persons in.
