That idea is referred to as a space elevator.
(do a google on space elevator - lots o links )

One problem with it is that you would have to have an extremely strong and lightweight cable to manage it. Some people have speculated that it would be possible to do this using a carbon fiber cord constructed from unbroken nanotubes.

The other problem is how to get everything in position and connected. That is an awful lot of cable to be hoisting into space.

Of course if you could get such a thing set up, then it would be an ideal way of lofting small payloads into orbit.
