The way it worked in the late 80 was that the dealer would pay 50 cents on the dollar to the alcoholics/winos for their foods stamps on the first and third weeks of the month and then sell the stamps for 75 cents on the dollar to the indigent families on the second ad fourth weeks of the month. There by clearing a 50% profit for themselves.
