That's the question. That's the root of the whole problem. Is the average 20/17/15/6 year old equal to the majority of the current citizens with this right. After all, the law must be made for the average (or actually the median) individual. Any given individual may be greater or less than the acceptable limit, but the question is: is the median in the acceptable range. As far as rights go, the question is: is the right a natural (or God-given) right or is it a national right and how do we tell?
