Thus, the abuse of them - as in drinking and driving - is a realistic factor in the granting of rights to take them. Just because you only _directly_ affect yourself is no reason to ignore _likely_ consequences.

Smoking was not banned in most public places simply because it might cause lung cancer in the idiots, er, individuals who do it. The indirect consequences were a major factor in that decision.
