The numbering exists only so that you can specify the order that the scripts run in. If you write a script that required network functionality, you'd darn well better give it a number greater than 10 to that networking loads first. But it doesn't matter if that number is 11 or 90. And there is nothing wrong with giving the same number to two different scripts; just then, the order in which they will run relative to each other is unspecified.
