It won't change because it doesn't have to change. What is being lost to the community when people can't drink or smoke? I could be wrong, but is the amount of taxes that would be recieved even close to the cost to the community? Lost days, medical, property damage, etc... And is social cost of the current laws great enough that it is a clear injustice?
