to spend any money received from the US federal goverment to be used in the purchase of alcohol or tobacco. This prohibition even applies to goverment employees when traveling on goverment business. When purchasing meals, if they purchase alcohol they are required to pay for it themselves. It cannot be part of their travel expenses. May states have simular laws, I know Indiana does. Anyone using federal assistance money to purchase alcohol is breaking the law. The problem is trying to enforce the law.
