The real data *could* be on the punch cards.
Data on punch cards is stored by removing chuncks of paper, or chads, from the punch cards.
If these officers of the law find the punch cards, they will track back every little chad to re-assble the punch cards into smooth pieces of paper, with no holes in them, believing that they are re-assembling the data. The truth of the matter is that one chad at a time, they will be destroying the data.
Smiling Man's plan is brilliant... it will take them hours and hours of man time to erase the data for the company that they are trying to pick apart.
I humble myself in the precense of such brilliance.
